To our steadfast and resilient
Palestinian people,
Throughout the previous stages,
the government institutions in the Gaza Strip have taken a
series of practical measures and have repeatedly and
unequivocally affirmed their full readiness and complete
preparedness to hand over the responsibility for governing
to the National Committee for Gaza Administration. Today, we
are not merely renewing this call or reaffirming our
principled and unwavering position; rather, we are
translating it into tangible actions and concrete measures
on the ground by undertaking new and decisive strategic
steps that will practically pave the way for fulfilling this
national responsibility.
In affirmation of this
genuine national commitment, and as part of a new
governmental step that reflects absolute seriousness and
unwavering determination to ensure the success of the
process of internal national arrangements and the transfer
of governance in the Gaza Strip to the National Committee
for Gaza Administration, and in response to the supreme
interests of our Palestinian people, as well as in an effort
to alleviate the severe suffering of our citizens resulting
from the ongoing genocide, the delay in reconstruction, the
continued blockade and closure of border crossings, and the
continued failure of the Israeli occupation to withdraw from
the Gaza Strip, we hereby announce the following to the
public:
First: All administrative and legal
preparations and arrangements necessary for the handover and
transfer of the governmental system in the Gaza Strip have
been fully completed and verified. These arrangements were
officially and transparently presented to the national team
representing the Palestinian factions and political forces,
the Higher Council of Clans and Tribes, civil society
organizations, and in the presence of the United Nations
Observer Representative.

Second: Accordingly, His
Excellency Mr. Mohammed Abdul Khaleq Al-Farra, Head of the
Government Emergency Committee and Acting Head of Government
Follow-up, has decided to submit his official resignation
from his position and to announce the dissolution of the
Government Emergency Committee, as a demonstration of the
seriousness of these measures, in implementation of the
agreed arrangements, and to facilitate the administrative
transition process.
Third: We reaffirm to our
Palestinian people that those who remain in leadership
positions within the governmental system are solely
technical and professional personnel. They will continue
performing their duties to ensure the uninterrupted delivery
of public services to our people and to prevent any
administrative or technical vacuum that could harm our
citizens, in accordance with the Roadmap agreed upon by the
Palestinian factions in Cairo, the capital of the Arab
Republic of Egypt.
Fourth: We categorically affirm
that all employees engaged in the provision of public
services are state employees, and that they are fully
prepared and ready to serve under the authority of the
National Committee for Gaza Administration, while fully
complying with its directives and decisions.
In
conclusion, we call upon all relevant and competent parties
to expedite without delay the entry of the National
Committee for Gaza Administration and enable it to assume
its national and administrative responsibilities, thereby
strengthening the resilience of our people and helping to
heal their wounds.
