The Hugo Chavez
International Foundation for Peace, Friendship and
Solidarity (HCIF-PFS), through this public statement refutes
in the strongest terms the assumption that Cuba is on the
verge of total collapse and that regime change in Havana is
imminent. This assumption came about following the new
measures, announced pursuant to the US supposed national
emergency order dated 29th January, 2026.
These
new measures include preventing the sale of fuel to Cuba and
preparing a military intervention to execute regime change
in Havana. These coercive acts, directed at a sovereign
independent member-state of the United Nations are
unprecedented and constitute serious attacks against the UN
Charter and International Law. They are nothing but another
attempt to meddle in Cuba’s domestic matters and
destabilise the Caribbean nation.
Washington’s
threats to punish any country or business that sells fuel to
Cuba is a continuation of the US misguided and hostile
police towards the Caribbean nation. The goal of these new
immoral measures is to inflict suffering on the Cuban
population and destabilise the Caribbean region. For more
than half a century now, the United States has imposed
unilateral sanctions and other harsh measures that have
placed heavy and unbearable pressures on the Cuban
government and the general public, leading to widened
poverty, reduced economic development, and lack of access to
essential human needs, to mention just a few.

Since
the second coming of President Donald Trump in January, 2025
the fate of the Cuban population has constantly been
threatened by fresh and most extensive coercive measures.
These fresh measures are imposed on Cuba to pressure the
government to subject itself to Washington’s designs and
tastes. The impact of these debilitating, spurious and
wicked actions has failed to achieve its goal of subjecting
the Cuban government to the wills of Washington, but instead
have disproportionately and indiscriminately harmed the
most vulnerable Cuban population, including children, women,
the elderly, the sick, and the poor.
Today, Cuba is
one country among many others that is saddled by an array of
coercive measures that have been imposed by the United
States. The HCIF-PFS rejects attempts at disinformation
that undermine the peace and stability of Cuba, and joins
millions of voices around the world to seek the removal of
Cuba in the US list of State Sponsors of Terrorism. Cuba is
not a terrorist state, but on the contrary, it is a victim
of state terrorism, and the Caribbean nation has not
been an obstructing factor for peace and
stability.
The Hugo Chavez International Foundation
for Peace, Friendship and Solidarity therefore rejects the
sweeping statement and the misleading characterization of
Cuba as a state sponsor of terrorism. For the Trump
administration in Washington to equate Cuba with the
activities of terrorism is unsubstantiated by any credible
authority, either nationally or internationally, and is
based on fabrication of misleading
information.
Washington has failed to
furnish evidence for its preposterous terrorism charges
against Cuba, which in any case is totally unfounded.
HCIF-PFS is of the opinion that Cuba which
suffered from terrorism for decades, and attempts to execute
regime change in the Caribbean nation is an act of war. The
HCIF-PFS has always condemned violence and war aggression
rhetoric in whatever form or manifestation.
