Hamilton, 3 August 2026 — Democracy Reform New Zealand,
a non-partisan incorporated society, has written to all 122
Members of Parliament asking why the reform principles the
Government is applying to local government — simplify,
account continuously, demonstrate performance — are not
being used to set standards for central government
itself.
The letter accompanies the society’s
position paper on the Simplifying Local Government
programme, released as councils face the 9 August deadline
for amalgamation outline proposals. Assembled from the
Government’s own proactively released papers, the paper
documents findings that have largely gone
unreported:
- • Ministers directed officials to
consider “how, not whether” to remove the elected
regional tier, and directed that no public consultation
occur during the initial policy development phase (DIA
Interim Regulatory Impact Statement, paras 60 and 71). When
consultation on the resulting proposal finally ran, the
1,150-plus submissions “generally opposed”
it. - • The officials’ own impact analysis
concedes economies of scale are available in
capital-intensive services, but “not necessarily” in the
local services on which the amalgamation debates
focus. - • The rates-capping analysis failed the
Government’s own quality-assurance panel. - •
Voting rights for appointed members on local council
committees were extinguished nationwide by an amendment
introduced after public submissions had closed. - •
Legislation for the 2028 local government founding elections
must be in force — not simply introduced — by October
2027 to preserve the integrity of the elections, but this
leaves a scrutiny window far narrower than the public
timetable suggests. - • Nowhere in the released
papers is the most practical question analysed: how
amalgamating councils whose household rates differ by more
than fifty per cent can harmonise these differences inside a
national rates cap.

Society founder Godfrey
Bridger said: “A reform standard that applies only to
others is not a standard; it is a convenience. Central
government’s own structures were designed in the same
distant age and attract the same critiques — documented in
the Government’s own review record, under governments of
every colour. Physician, heal thyself.”
“Our
position paper shows the efficiency case and the democracy
case are not in tension. The real duplication sits in
operational machinery, not in elected voices — and a
three-layer architecture delivers the efficiency gains while
entrenching elected representation down to community
level.”
The letter asks MPs for full select
committee examination of the 2027 enabling legislation,
especially its entrenchment provisions; for that legislation
to be in force by October 2027 so the legitimacy of the 2028
local elections is beyond question; and for both levels of
government to be held to the same reform standard, whatever
their allegiance. Every claim in the paper is referenced to
