On July 9, the Agreement for
Cooperation Concerning Peaceful Uses of Nuclear Energy (or
“123 Agreement”) between the United States and the
Kingdom of Thailand entered into force. This 123 Agreement
is in support of E.O. 14299 Deploying Advanced Nuclear
Reactor Technologies for National Security and underscores
that the Department is quickly responding to and advancing
the President’s objectives.
Upon entering into
force, this 123 Agreement provides a comprehensive framework
for peaceful nuclear cooperation with the Kingdom of
Thailand, based on a mutual commitment to nuclear
nonproliferation. This framework provides the opportunity
for the transfer of nuclear material, equipment (including
reactors), components, and information for nuclear research
and civil nuclear energy production.
Civil nuclear
energy contributes to energy security and economic growth by
providing a reliable and domestically produced source of
power, ensuring stable and consistent energy supplies. This
123 Agreement will enhance our bilateral cooperation on
energy security and further strengthen our longstanding
diplomatic and economic relationships. It will help foster
commercial relations between the U.S. nuclear industry and
Thailand on advanced reactors and support Thailand’s
energy goals while creating jobs in both countries through
the deployment of advanced U.S. nuclear
technologies.
The United States looks forward to
developing a robust civil nuclear energy partnership with
Thailand in the years to
come.
