Kobakhidze Appoints Levan Zautashvili as State Representative for Mtskheta-Mtianeti – Civil Georgia

Georgian Dream Prime Minister Irakli Kobakhidze appointed Levan Zautashvili, former Deputy Minister of Regional Development, as the state representative of the Mtskheta-Mtianeti region, the Government Administration reported on August 12.

Zautashvili had previously held the same post after then-Prime Minister Giorgi Kvirikashvili appointed him as a governor in 2017. Until then, Zautashvili served as general director of Castel Georgia from 2013 to 2017 and worked on World Bank projects.

This time, he replaces Aleksandre Zagashvili, who was appointed governor in May 2025, around the time when Zautashvili became the First Deputy Regional Development Minister, with both appointments following Georgian Dream’s decision to split the Regional Development Ministry from the Ministry of Regional Development and Infrastructure.

Zautashvili’s new post comes amid the plans of Georgian Dream authorities to abolish the Ministry of Regional Development, with a special position of the “State Minister for Regional Policy” to be created instead, a post reserved for current State Minister for Coordination of Law Enforcement Bodies Mamuka Mdinaradze.
