The disputed Parliament led by Georgian Dream on September 16 approved the merger of the Ministry of Regional Development and the Ministry of Infrastructure, with 83 MPs voting in favor and one against. Current Infrastructure Minister Revaz Sokhadze is expected to head the newly merged ministry.
Under the package of amendments to the Law on the Structure, Powers and Rules of Procedure of the Government, the two ministries will be consolidated into a single Ministry of Regional Development and Infrastructure, restoring the arrangement that existed before April 2025, when the government split the then-single ministry into two separate agencies.
The changes also abolish the position of State Minister for Coordination of Law Enforcement Bodies, a post created specifically for Georgian Dream figure Mamuka Mdinaradze.
Under July’s plans, Mdinaradze, then the State Minister for Coordination of Law Enforcement Bodies, was set to become State Minister for Regional Policy, a yet-to-be-created position that would have replaced his existing post, alongside the abolition of the Ministry of Regional Development in early September.
However, on August 27, Mdinaradze – temporarily serving at the time as a Minister for Regional Development — resigned from his post and announced his departure from politics. Following his resignation, Georgian Dream Parliament Speaker Shalva Papuashvili said the government will no longer create the planned post and would instead merge the Ministry of Regional Development with the Ministry of Infrastructure.
