Two Illegally Detained Georgian Citizens Released From Tskhinvali Custody – Civil Georgia



Two Georgian citizens who were detained near the Tskhinvali occupation line on September 3 have been released and returned to the Tbilisi-controlled territory, the State Security Service of Georgia (SSSG) said on October 9.

While the SSSG did not name the individuals, continuing its recent practice, the Res news agency, based in Russian-occupied Tskhinvali, reported that they were Giorgi Zhuzhniashvili, born in 1990, and Dito Muradashvili, born in 1994. The report said they had “intentionally crossed” the “state border” near the village of “Amdzarini,” the Ossetian name for Tsinagari.

The SSSG said it had repeatedly raised the issue of the Georgian citizens’ “unconditional release” within the Ergneti Incident Prevention and Response Mechanism (IPRM) framework. It added that the hotline had been used extensively and that the central government had employed “all relevant means” available to it. The agency also said “international partners” were actively involved in negotiations.

“The central government, together with international partners, continues active work for the release of all Georgian citizens in illegal detention in occupied territories,” the SSSG said.

In its 2025 annual report, the SSSG recorded 34 cases of detention near the Russian-occupied Tskhinvali region and 40 in Abkhazia.
