New heads of the Finance Ministry’s Revenue Service and Investigation Service were announced on Monday following weekend reports of the resignation of previous heads.
Levan Kharabadze has stepped down as head of the Finance Ministry’s Investigation Service, a position he has held since May, and has been replaced by Merab Gamkrelidze, who most recently headed the Revenue Service’s Legal Department and previously held senior positions in the Investigation Service.
Mikheil Maghlakelidze resigned as head of the Revenue Service, a position he had held since April 27, and has been replaced by Mamuka Baratashvili, who has held several senior posts within the Finance Ministry, including first deputy head of the Revenue Service and head of the ministry’s Tax and Customs Policy Department.
The nearly simultaneous departures prompted speculation in opposition-leaning media about possible links to recent changes surrounding Mamuka Mdinaradze, a senior Georgian Dream figure who recently announced his departure from politics after holding various senior government positions, including in law enforcement and the State Security Service.
Before taking the post in May, Kharabadze had served as deputy head of the State Security Service since September 2025, taking up his post around the same time that Mdinaradze assumed leadership of the agency.
As for Maglakelidze, he had led the Finance Ministry’s Investigation Service from June 2025 before moving to the Revenue Service in April, and had also served as deputy chair of the Interior Ministry’s Security Police Department in 2019-2025.
